Too many waiters standing around, no service

I generally don't go to Quay 4; it has never been my first choice. But with them apparently upping their game and changing the upstairs area area into a "reataurant" (whereas downstairs is a "tavern", I was told) I thought I'd give it a try.

The result? The upstairs area is not a restaurant. Unless you like to swing your hands in the air, begging for attention (or just a menu, at least).

I arrived at 16:15, it was not that busy and I even got a table in front by the quay.

Well guys, the view is not that spectacular that it does not warrant attending to your guest.
