No delivery AND no refund=stole my money!

On 31 July I placed an online order and made payment in respect of the goods ordered. One week later I followed up via email to check when I can expect delivery. No response. Follow up again 2 weeks after that, receive a message that they are looking into my order. Follow up again a week after that, get a response that they will refund me (they give no reason why they cannot deliver the order). To date I have followed up numerous times, but have not received a refund.
