Questionable Business Ethics

I paid Quantum Design an amount to have plans drawn up and passed in order to build in Pearly Beach. Circumstances changed and I informed Quantum Design on 25th June 2023 and their response was that they have requested the refund from the architect. I spoke to the architect on the 30th August and he informed me that he had repaid the deposit, to Quantum Design, for drawing up the building plans. There is no response on Quantum Designs business number and they do not respond to my emails.
