Who holds Airlines responsible for damaged luggage? They seem to be above everyone.

I witnessed luggage being thrown at Sabiha Gocken airport. I happened to notify my sons and I made a joke about how they can witness how our luggage is handled. Little did I know that when we landed at O.R Tambo we would be greeted by a shocking surprise. We would be at the receiving end of luggage being damaged. We spent an hour between waiting in line and going through the process of completing the document. I was told to take piece of paper and I would be contacted. This was the 15th of July 2024 and today is the 27th of July 2024 and I have not heard anything. I have called Menzie Aviation and they are unable to locate my case. Which means clearly the damage to my luggage meant nothing to Qatar and their business partner. I am currently looking at the empty box with which held the luggage bag. It was a brand new bag and was damaged by Qatar airlines and now they have made the case disappear.
