Qatar airways pandemic voucher

I bought tickets during the pandemic and was unable to go due to covid restrictions. I phoned Qatar and they provided me with vouchers. Little did I know that they would not honour said vouchers. The company they requested I get refunded by does not exist. They then asked me to contact the agency I bought the tickets from, but they said they didn't issue the voucher. These are 5 tickets I am sitting with and it's been more than 6 months and countless hours trying to get real assistance. I can't believe that Qatar would not honour a voucher that they emailed me. Really thought that they were the number one airline company.
