Poor knowledge of company policies

I was checking into my flight in Johannesburg. I had two checked bags, one at 24kg and one at 11kg. The lady at the check in desk told me that I needed to repack, because Qatar Airways does not allow you to combine the weight of your luggage for the 46kg limit. I would have to pay for an overweight suitcase or repack. I knew the website said a single piece of luggage may not exceed 32kg. I asked about this, but the lady refused to let my bag through. This was very annoying because I was very pressed for time
