An airline without a "family-friendly damaged baggage" policy

Our baby stroller and baby seat were badly damaged on a flight from USA to South Africa. After 6 weeks of sending photos, and appealing for compensation, the airline declined us.

Having a 6-month old baby with us, we didn't have time to assess the items before rushing through customs. The airline wrote: "the airline’s Conditions of Carriage [policy is] ... should a damage report not be received upon arrival, this would be prime facie evidence that the bag has been received in good condition. The carrier holds limited liability in all mishandled baggage cases and therefore reserves the right to decline the claim. [Your] claim has been declined... without prejudice and therefore may not be further reviewed."

If you have kids, and don't have time to log a complaint before customs, the airline won't process your damaged items. Which sucks, because it's the families with kids that have to carry extra bags, strollers and car seats.

Is there an airline that has a "family-friendly damaged baggage" policies?
