Conflicting Information

I am shocked at the service I am receiving from QNo More. Almost a month ago I was told that my license would be delivered within 48 hours and am still waiting. I was then informed that the courier could not find the address (I do a lot of online shopping and the couriers never have a problem) I subsequently confirmed my address. Now they blame a backlog at the Traffic Department. How come then was the order shipped? Something does not sound right.
