Bad servise

My sister was suppose to catch a bus at Mamelodi, but the driver did not want to help her. he said she was not having a bus ticket. where will she get a bus ticket because it was a single trip to Moteti and it was too early in the morning. now my sister was left stranded because she did not have enough money for taxi.
