Product never installed deposit never refunded

Purchased a water filter system. On date of installation could not provide the system lots of excuses and stories as to why he could not install. Confirmed that he will refund the deposit paid. Again lots of stories and excuses as to why he cannot pay the deposit back. Have been waiting 8 months nothing ever happens the way he promises. He is a ******* a case has been opend with the SAPS.
