Empty Gas refills delivered

purchased 2 * 48kg gas refills from Pure FLow Gas, the purchase was done in April and both bottles came sealed with plastic heat shrink sealer. open the second bottle, it was totally empty. Company is refusing to investigate. was using them for Gas for 12 years, will not purchase again from them. very poor customer service.
