Totally disappointed

I sent money with the intention to get a puppy. The agreement was that I would pay in installments and then once I’m done paying they’ll give me the puppy (I still have the chats). A month after the first payment, I asked for a refund due to unforeseen circumstances. The person I spoke to was rude!!! and has been ignoring my request to get my refund. I’m going to take the legal route.
