Company refuses to refund

On the 24th August 2019 I went online to seek a company to assist me with a company registration, I came across https://ptyregistrationcompany.co.za/. I followed all the steps in their process and proceeded to make a payment. On the 26th August I called the number on their page *** several times , it kept giving me a recorded message. I sent an email. I got a response. We agreed that her service was too slow an I would get a refund within the week of 26-30 September. I still have not received it. She does not respond to my emails.
