At it again

Exactly what does a person have to do to have a claim processed before laying a complaint? I sent in a claim early Jan it's now April and I still have not received the money. I was told to send more documents which I did. Next I will be told that this will be investigated or that there is a back log. It's annoying to wait for something with no communication.
