PSR Office (Bellville, WC) refuses to refund R6,033.00 credit

Since 1 Dec. 2022 (12 months ago) PSR Office (Bellville, WC) owes me a credit, which now (Nov. 2023) totals R6,033.00. This credit resulted from of a specific Dell laptop which I ordered from PSR Office. Before the transaction could have been concluded, that specific Dell model became unavailable (out of stock) from PSR Office's supplier. After the owner of PSR Office offered me an alternative laptop but not with identical spec's, I decided against it, and cancelled the transaction. The owner of PSR Office acknowledges my credit of R6,033.00, but he flatly refuses to refund me. He wants me to buy from PSR Office, upon which he will offset my credit against my invoice. However, I don't need any product from PSR Office. And... after this episode I actually prefer not to deal with PSR Office again. I requested the owner on several occasions to refund me by way of an EFT into my bank account, but he flatly refuses. Caveat Emptor!
