wrong billing, no explanation, no refund

Good day
In June I was shocked to receive a water bill of R580 and my water bill has always been below R150 for over 5 years back. I phoned Protea metering offices to enquire about the suddenly high bill. They told me to check around my house if there are no leaks and that I should also check the meter readings. My house had no leaks and I checked and asked around for the meters but couldnt find where the meters are installed as the complex I'm staying in is a duplex/flat.
I rechecked he bill and found out that my bill for may was R114 with total consumtion of 17, June bill R580 with total consumption of 35. I phoned again and they transfered me to Anneke(Account Manager). I asked her to explain to me how the calculations work because according to my calculations if 17 makes R112 then (17*2=34) which will make R228. Why does consumption of 35 make over tripple the amount? She told me that they added interest of R114 and when I checked again, R114 was the total amount of the previous bill which was paid for and when added makes the overall bill amount of R694. She ended up saying the readings were just an estimations and that she will check and come back to me with correct readings , but Instead of sending correct readings, she sent me another bill for July which was R89 with consuption of 14.
My main problem is that, even if you enquire, you wont get help and it's more like I'm forced to pay it as I use prepaid electricity managed by them. With prepaid electricity, whenever I buy, they deduct money for water until its paid in full before I can electricity code. I am really unhappy with the service. If I were to change them, I would have done that. Unfortunately It is not in my power to do that.

Regards

Dear Mathathoko

It is not possible to expect an account to stay on the same amount over a period of 5 years since the tariffs increase every year.

An email was sent with the detailed calculation according the the promulgated sliding scale. A sliding scale means the water is not billed according to a fixed charge per kl, but that the unit cost increases the more you are using.

The invoice also clearly indicates the R114 as the BALANCE BROUGHT FORWARD, not as interest.

Your query was properly responded to in a comprehensive email. The mere recording of the reading does not enable us to explain to you how you have used the water. Only the occupants of a household havecontrol over the number of units consumed. The reading was confirmed to be correct and you were informed accordingly.

Please note that the bulk account is registered in the name of the Body Corporate and that all funds collected for water is paid over to the B/C for settlement of the bulk account. The reading of the water meters is therefore done as an additional service to the Body Corporate.

Kind regards

Management: Protea Metering
