Unrealistic, crazy billing, horrible business sense

Apparently I had a leak in the house I was NOT aware of. When my water bill came back looking like a cellphone number I started querying this. The guys at Protea metering took their damn time responding eventually having to escalate to another gentleman who was prompt to respond and suggest we check for leaks he literally answered us in the morning by afternoon Protea Metering had blocked our account from purchasing electricity despite having gad send them close to 5 email querying why account is sooooo high. Eventually we found our underground leak and reached out to PM regarding payment of the crazy amount. They agreed to payment terms as long as we pay 50% of original amount owed immediately. In this financial crises they demanded 50% upfront or they won't reconnect managed to raise half of the 50 on the 21st with promise to pay the rest on the 25th literally 4 days later. And guess what, they said NO. Two things became evident, they don't care, they not bothered & live in a bubble if they think this current climate people have money lying around ready to pay for leaks they couldn't have forseen ...

We could not find you as a registered account holder on our data base.  Have you filled in an application form?

We will nevertheless respond as follows:  
Protea Metering is responsible for recording the actual readings and not for maintenance of the infrastructure or fixing leaks.  We are not at the premise and it would therefore also not be possible for us to be aware of a leak at your house.

Kindly note that to agree to a payment arrangement is actually a favor, and that there are terms according to which it can be accepted.  Some of the terms include payment of 50% and receipt of the required documents, signed by the registered account holder.  

In the current financial climate the Council still cuts the services to the whole complex if the bulk account is not paid up to date - this is not living in a bubble but the harsh reality.    Accepting an arrangement therefore also means that someone else is keeping the bulk account payments up to date while waiting for your payments to come in.
Should you require any further information, we would suggest that you communicate with the person who was quick to respond before - please provide the account number or the address when you send the email to enable them to attend to it?
