Shady system
I haven't been in my apartment for the pass two weeks and didn't electricity because I wanted to see why I'm paying so much money the whole year last year I paid double for power and water..I haven't been home for two weeks and I haven't bought power but account keeps billing I check it everyday and I'm collecting screenshots it's even on a minus as week but I'm not home and all electrical appliances are off but daily the negative balance keeps growing..

Some of the Councils' tariffs include fixed charges and instead of deducting fixed charges in one big amount at once, it may get split into daily portions where a portion of the total amount gets deducted every day.
That means that your credit will decrease every day, even if you are not at home and not using electricity and water.
You can select the invoice on the OAMI profile to confirm what items are included, and if there are fixed charges involved.
