Inconsistent billing by Protea Metering

I rent a two bedroom flat at Parktown Place in Parktown Estate, Pretoria. The usage of water and geyser is metered by Protea Metering. In the January 2019 invoice, my bill was R763.97. During this period, I had two adult visitors. In the February invoice, my bill was R1 487.52 and during this period, there were no visitors. I have lived at this residence for over three years and I know my average monthly usage and bill. My view is that Protea Metering is fabricating the readings because of these sporadic increases, which not only affect my unit by the way but other units as well.

The portfolio manager is not helpful at all.
