Horrible service

Am a new tenant at grand central , I moved in on the 28 of August then I bought R50 electricity,R25 was credited to water account, I bought R100 the following day same 50% splitted to water account i bought R500 electricity still R250 went to water account, on the 6th September I received a statement that am over due of R185 for water account,all of sudden am blocked to purchase electricity because am owning , I only have 16 days in this flat, R650 electricity that I bought and 50% of it splitted into water account how come I owe R185 for water ? Where is my money that was taken when I purchased electricity to water account, when i call the office for clarification my calls was transferred to 1 consultant to another and getting no help , if this water account was owing from the previous tenant they must deal with them not splitting my money when I buy electricity, am thinking to cancel the lease and rent somewhere else because no 1 can tell me where is my money that was taken from 650 electricity that I purchased and 50% credited to water account
