Prepaid Meter Box

I bought a flat at Simoview Helikonpark Randfontein through Profind Agency last year September and never move in to the flat then i ask Erica to rent it out for me and got a tenant who moved in January 2015, around March i went to check on the tenant if everything was okay and if he has bought prepaid electricity and to find out that he never bought it - when i ask Erica regarding the prepaid meter number she told me it was inside the box which was locked when i bought the place but she will ask the tenant to break the box - and he told me he reported the problem to her that the box was tempered so the tenant moved out end of August because he lost his job and i got a form from municipality to complete with the Meter number - when asking Erica to provide information she said she doesn't have and blaming the municipality that they should have come and inspected the flat before it was sold so according to her they came but couldn't provide the COC - i think she stailling and she is actually not doing anything because when i called the municipality they said i need an inspector to come and check then a decision will be taken as to how the problem will be resolve
