Payments and rentails

Hi I was contacted for a call out for a job,pental berry ,ie only use face book . and advised the cables to use to install Dstv in the lounge was the cables from the main room when job was done there was no signal the tenant showed more cables in the secound room that was the same cables and no dish was installed a quote was given as requested .why was payment not made as it was done as instructed
