Property Sold by the Seller without an Electrical Certificate of Compliance

I recently brought a newly constructed property in East London at security complex by the name Griffindorp in Cambridge West. The property was constructed and sold my Property CB. I discovered after a month of taking ownership the Electrical Wiring of the property was defective. Some of the lights in the apartment would not switch on, half the lights on the house would switch off when a living room light was switched off. Following this discovery I requested the seller ( Property CB) to issue me a copy of the COC and I never got any response or joy from the developer. I then realised they sold me a property without an Electrical Certificate of Compliance which is an ******* act in South African law. How ever there is no recourse action for me as the buyer as I am left with no option but to absorb the cost to make the electrical wiring of the property safe at my own expense. What can be do to ensure this developer and any other developer with disregard of the law get held for their actions. I hope this can be a warning to any future property buyer from this developer not to fall into this trap. We need to name and shame all developers like these.
