Propertuity not insuring building

I owned an apartment in Hallmark House, a Propertuity development, which I have just sold. When the transfer of the apartment was going through, I discovered it was being delayed by the fact that the insurance certificate for the building was not being made available. Upon further investigation, it transpired that this was because the building was not insured, DESPITE a charge for insurance being included in our levies. I am demanding that every owner within the building is refunded that portion of the levies IMMEDIATELY, but Propertuity are refusing. The most underhand, *********** and unprofessional people I have ever dealt with!
