mistreated and fined

I am an owner at Univin flats in Weaving Park,and I was fined R3000 excluding the interest I'm paying every month.It is said that i was using the resident pool and I misbehaved..I don't have record of how this could have happened..I was never listened to and I tried to solve the problem..This fine was automatically billed in my levy statement which had never been in arrears before..I then refused to pay my levy until they removed the fine..That never happened of course and now I'm forced to pay my outstanding levy which is not a problem,which now includes a lawyers fee,the fine with the interest..I tried talking to the building manager about this and he said he would sort it out since it was him who ordered the fine.i have problems financially and can not deal with unnecessary expenses under my name.To date I have been paying R2000 for my levy just to get it down,but I see no progress..please assist me
