Bureaucratic nightmare

Bureaucratic nightmare. Only certain people can review your trade-in, only a manager can negotiate a price, other people must find vehicle stock if they don't have, another manager must provide the purchase costs, one F&I and if they are not there it's a problem, if they need to pay you out, a manager must authorise, then a special person must pay it - if they are not there it can't be done.... All the red tape means that they don't deliver on their promises because someone is always too busy or not currently available to attend to you. Eventually things will happen, but you either need a lot of patience, or I guess you need to be important enough to receive priority treatment.
