Managing agents not paying municipal

We appointed Primo Negotium as our managing agents for the complex and they just didn't pay the bill of the water to the municipal. We paid all the levies due and they just failed to make the payment. Now the water account is standing on R207 000.00 with interest and that result in us unable to sell the unit.<br> <br> Why do you need someone to ***** your money and bring you in this mess at the same time?<br> <br> How can the property register through the deeds office with this huge amount outstanding at city of johannesburg?????<br> <br> Not sure how this can happen.
