PMD dishonesty

I filled a claim with PMD and it was approved.I got a quote from a panel beater which I submitted and a quote from their partner panel beater was submitted as well. The problem with the car is mechanical so the quote I got was only to cover the diagnosis first so that the vehicle can be fixed,and the quote from their partner panel beater was to repair the vehicle because they diagnosed the vehicle for free ,which is part of their partnership I suppose. Now PMD tells me the quote is disapproved and my claim has been closed,but the problem is that they disapproved the quote to diagnose the vehicles problem first and not the one that repairs the vehicle. The reason I’m getting is that the quote is less than my access,which I understand but when I tell them that quote is only for diagnosis and what about the one from their panel beater,they said a technician will call me,which never happened.Now from still trying to get clarity they telling me the quote from their panel beater is also less than my access but the total amount I got from their panel beater when I spoke to them on the phone is totally different.I asked PMD for the copy of the quote and I’m still waiting. The reason I’m getting is that permission needs to be granted for me to get that copy. I have ran out of patience now and planning to forward the matter to legal experts since this has been going n on for over two months now.
