Money debited for months but they advised that my policy is not yet active- so why debiting the money?????

Apparently I joined them in November 2019 and had a minor accident in February. They have been debiting money from my account all this time and today they called saying sorry your policy is not active because we are missing your car photos. I asked the gentleman why would you be debiting if the policy is not active? Because am paying for services that I am assuming will be rendered when I need them, but I got into a minor accident and they cant cover because my policy was missing car photos so I have to take all bills to myself. Its only fair for them to refund the money because they are taking money for services they are not going to render. That is theft.
