Authorization delay tactics

I was bumped on that very same moment I made sure I get pictures of the accident, details of the guy who bumped me as well as an AR and the guy clearly admits to the accident. I submitted a claim and was still sent from pillar to post and eventually they approved the claim excess was R15000 I didn't dispute that I was sent to MAG for repairs however there they just assessed the car and sent the quote to PMD. Late on I was asked to get another quote from a different auto body shop which I did they told me they couldn't see damages which were clearly in the picture I had to constant call them every 2 hours for feed back as they were taking long. Eventually they managed to see the damages from the very same photos that were sent to them by me and the shop. And after that they sent me to MAG yet again the car has been there since the day I was sent there I even paid excess in full the whole R15000 in the hole that PMD will pay the remaining balance which is less than R15000 and I got an sms from the auto body shop telling me the car is still in preparation as they waiting for authorization from PMD. I called immediately and as usual the person who's dealing with my claim is unreachable, bare in mind that this person has never been reached every since I started calling PMD. I asked If I could pay for the remaining balance just to have my car fix since they not willing to help and I was told they can not authorize that. That damage according to the shop was meant to take 10 days whoever the car is been there for i days already waiting for PMD to send authorization. I'm fed up and very upset of waiting I'm not getting any call backs even after been promised actually I've never recieved a call from them I'm the one doing the following up everytime can I get either the authorization sent to your shop or get I get approval to fix my car this is too much that the people who you think will unburden you after the accident are the actual cause of the stress.
