Ptc dont want to refund money

I did a course through pretoria technical college last year. When i was done with the year i cancled the debit order for the tuition fees end of November 2015, bur a debit order atill went off for R850. I informed the college and supp**** them with proof that i dont owe them and the debit order was not supose to go off. They asked me for my account details and said they would refund me early December. Then the closed. Nothing. So January i phoned again and asked for my money back and the response was priceless.. They said i must speak to their accountant.. A Mr webster. To my suprise He was also my accounting lecturer. Weird. So anyway he said they can not refund me because its January.. They dont have funds.. Said the would pay me end of January, well here i am because now when i phone he is either in a meeting or not there. Best of all i can hear him in the back ground. This college is one big mess.
