Unrealistic debt collection charges.

I find it astonishing that Pretor charge me a debt collection admin fee and a debt collection commission fee (around 10% of levy) when, as a paid to date member I am only 15 DAYS late with my latest levy!! I would expect this type of behaviour should I be a few months behind. On top of this I always have to pay a little late due to cash flow in a contracting environment. They show no customer interaction or care.
