Unaccounted additional parking levy

I have been charged an additional parking levy of R60 per month since October 2015. Since i am the current owner of the house/ unit with a lock up garage, i DO NOT use the outside parking area outside my garage as compared to the previous owner. PRETOR has blatantly ignored my emails but because my levies are behind and I am unable to settle my account since they are refusing to respond to my emails and give me a reason WHY they do not want to reverse those additional levies. Instead, they keep sending me emails with collection charges on the outstanding levies (inclusive of the unaccounted R60 parking levy). I have send more than 3 emails without a response. This is appalling customer service!!!
