*****ulent HOA managing agent

I have been forwarded a letter of demand for months I did not occupy property or use shared services. My property was registered late March this year but construction was not completed, construction only got completed 3 months later after registration and occupation of certificate was issued by the municipality of tshwane after completion of construction but I was billed levies for months the house was under construction. After moving in only after a month Neel Pienaar made contact to let me know they managed the HOA of the estate and slapped me with a huge bill of levies even though house was under construction and I did not occupy house nor enjoy the benefits of levies. I approached both Neel Pienaar and Werner the property developer to fix this mess but to no avail but only letter of demands about levies owed that should have been paid by the developer as he was occupying the house due to incomplete construction. Further more no developments or access control has been seen at the estate. Excess is manual with lower grade security without uniform nor systems in place, park has not been developed buy just a pile of rubble and no AGM meeting has taken place up to so far. Poor poor service, maladministration and *****.
