Ridiculous Pretor admin fee

I sold my house and received an invoice from lawyer to pay R2271.25 for an ADMINISTRATION FEE from Pretor group for the levies clearance certificate! The lawyer informed me previously people complained about the previous amount of R1900...now R400 more expensive! This is ridiculous. Pretor does not even deserve the 1 star, but unfortunately there is no option for a ZERO star!!
