Pathetic service

I moved in beginning of September as a new owner, I was told my Levies are R1781 now I got a statement saying I owe R3586. I sent a mail asking what the amount is for but no one responded after sending reminders. even when you call there way they talk to people is not professional. They couldn't careless about your issues, my pipes were replaced before i moved in and the person who replaced them didn't sent water through to the machine connection in the kitchen and i was told that is on my account.
