lying and no delivery

I got a flat rental with them and promised parking will be organised, a day after moving in electricity was cut off due to arrears caused by the previous tenant, I called the agent named Michelle who told me they will take care of it, the next day she told me they paid and emailed proof of payment to me and city of tshwane only to find out she **** as I went to city of tshwane to confirm if they got an email since I did not get it, when I called her to tell her city of tshwane says there is no email from them she stopped picking up my calls. I had to go to no electricity again, no parking, no remote to the gate? Having to be a nuisance to other tenants asking them to open the gate for me as I was never given the gate remote and have been complaining about it for 3 days.
