Intimidating and bullying Trustees and company

At the one hand a know they are only acting on behalf of the Trustees, but to impose fines left right and centre if the Trustees doesn't agree or doesn't like other owners / tenants, are bullying. Is see many other citizens from various complexes agree. This is really alarming. Pretor should be bias in decisions and correspondence.
