Electricity debt not attended to, now I (Tenent must pay for them)

I reported the electricity purchases issued in December. nothing has been done as yet. if i buy electricity 60% of my purchase goes to paying owners debt and i get units worth 40% of the amount. my queries fall into deaf ears, i am always told Estelle will get back to you and she never does. even her boss wilma has not said anything, i escaled my issue to her yesterday, no nothing, even small feedback that they working on it.
