Delay in Opening an Account

We bought a house in Sagewood Manor Estate in Midrand, the house was registered in our names on the 01st of July, on the 08th of July an email was send to Lebogang to assist us with all the information regarding the estate, she never responded to our emails until we realize that there's something wrong when we have to buy a tag, that's when we found out that an account was not opened for almost 3 months. The account was only opened on the 22nd September & she emailed the statement whereby the account was in arrears and saying we must talk to Legal department how can the account be in arrears and with legal on the date it was opened, According to my knowledge you can make payment once an account is open, we paid October levy on the 27th September, after I spoke to Zanel she said our issue will be escalated to the managers up until now we have not received any feedback.
