damaged doors and locks

am a tenant at 301 read towers Pretoria central, we moved inn April 2015. the apartment was in bad and they promised us the repairs will be done as soon as possible after we moved in. the walls were dirty, blocked sink. leaking kitchen and bathroom tabs broken windows, very old doors nonfunctional locks, loose cardboard doors, the list is endless. though some of the repairs were done but we still using a s**** to open the bedroom doors and stiff bathtub taps. I've been nagging them with emails and phone calls but still no help. we also had a problem with our electricity bill and they said that they are waiting for the owner send the bill to them up to until the municipality disconnected our power and we had to pay penalty fees for disconnection of which i told them i need a refund of the penalty fee as it was not our fault. they don't want to payback they say the owner is an old man so he doesn't understand these things. please ask when are they going to do the remaining repairs and when are they gonna pay back the money they are the middle man between me and the owner.
