Covid 19 lockdown contravention at complex

GOVERNMENT ORDERED LOCK-DOWN LEVEL 5 AND 4 no people is supposed to get visitors. We stay in a security complex, I reported the contravention with Pretor only to be told I have to report it with SAPS. So they turn blind eye and O have to do their work wile paying high levy?
