Withholding school report for Zinhle Gqabaza (180048)

I would like to report Prestige college in Protea Glen ext 29 for withholding my daughter's school report, she attended there since 2018 while I was still employed so I was Retrenched in August 2019 and only managed to pay half for school fees for 2020 so now they don't want to give me her report saying she still owes them R18000, I must pay them an amount of R5000 before they can give me the report even though I explain to them that I'm currently unemployed I can't afford to pay the R5000 and I need to register her to a public school they still refuse to give me her report.
