Long queues and no express checkout working

Twice this week. Express counters serving customers with full trolleys. Also the sign for cards only in not well displayed. The manager on your desk carried on working on his computer without giving me eye contact when I complained. Elderly guy with glasses. Said he would fix it but he showed no body language of doing anything. Maybe put flashing strip lighting around the card only sign and number of items. Better even have one of your staff proactively controlling the story.
