Order received and Paid but goods not delivered

I ordered orthopedic shoes for my 5 months old baby at the time to be made and fitted for her orthopedic condition. I claimed from medical aid and medical aid paid me the amount. After a day of the funds being in my account, somomeone from precision med called me and told me to pay through the amount since medical has paid it to me which i paid it. I called them 2 months after paying and they told me they had not began making the shoes and that i should have informed them to start. So i told them to start. A month later nothing has still happened and i requested my money back and its been 3 weeks and still nothing. The service was very poor and no one wanted to assist me in time.
