Small balcony to be enclosed

We accepted a quote from and paid Mr Sevenster two thirds of the quoted amount on 8 October 2015. He said that he would start the project immediately as he was already working in the complex in which we reside. It is now almost 5 months later and the project is still incomplete. Despite many phone calls and e-mails he has not returned to complete the job - we have purchased our own paint and roof tiles as he said he had run out of money. At this point in time with the purchases we've had to make we have paid him the full amount of the quote and we are now sitting with a sub-standard alteration which is not complete.<br>
