Train service or third-world bazzar

I have occasion to use the metro train service in Cape Town from time to time. While the trains usually get me to where I want to be, thats not the point of this review.

I have noticed over the years, that an assortment of hawkers and blind singers are a frequent presence on the trains. The hawkers sell and the singers rattle a tin. This leads to several questions, none of which Prasa Customer Service have thought to respond to.

The top three are :

1. Are these hawkers and singers employees of Prasa? Alternatively, do they pay fares - for each unbroken journey - as I do?

2. Are cheap confectionary and beggars really the way Prasa wants to their service to be remembered?

3. Is Prasa striving to become a world-class service (as per their unfinished 2010 Cape Town Station upgrade) or are they happy to provide an "as is" service which encourages me to use other forms of transport?
