False pricing

Bought a dress from PQ, on the rack it clearly stated R80 however got to the till and it was R120 and the manager demanded that I pay the higher price which is against the consumer protection act which states that it is was a mistake on the retailers side they cant force the customer to pay the higher price. I am very disappointed with the way the manager handle the situation and in PQ.
