Verification code not received. 120minutes timeout shows a problem

WHY CANT THE ISSUE OF NOT RECEIVING A VERIFICATION CODE BE RESOLVED ? This happened a few times before and is frustrating. If pps cant get this right, then allow the code to be sent via email. HOW CAN ONE WAIT 120 MINUTES to receive a code ?
