Power21 is apparently powerless!

I am a pensioner and on the first of March 2018 Power21 the company that handles the prepaid power supplies for Vereeniging had a total failure. I needed power and bought my usual R490.00. I waited a while and received nothing, I tried to contact them and got no reply. So I thought that perhaps my transaction did not go through so I carefully followed the procedure again. I then discovered that both transactions had been accepted from my Bank Account! I drove to Emfuleni Electricity and there was put in touch with Power21. They apologised and said they would refund the second amount to my account asap (I sent them my banking details) and I would receive my power numbers once their system was up and working again. Yes I did eventually get my power numbers at 14.00 that afternoon but I am still waiting for my refund and I simply cannot reach them on the number they gave me ********** !! to enquire as to what has happened to my R490.00! I have sent many SMSES to this number and phoned repeatedly but have had ABSOLUTELY NO response.
